Job Description

The Procurement Business Partner is accountable for the end-to-end sourcing and procurement process within assigned affiliate(s). This role works closely with local Finance and business stakeholders to ensure alignment and to deliver measurable improvements across all indirect spend categories, within the framework established by the Global Procurement Leadership Team.

Scope of Responsibilities

  • Drive alignment of local process design and role responsibilities with global procurement policies and standards.
  • Provide strategic guidance to affiliates to enhance sourcing methodologies and execution, ensuring alignment with regional and global category strategies.
  • Ensure affiliate-level Procurement SOPs are aligned with global standards while meeting local stakeholder needs.
  • Partner with local Finance teams to optimize spend and improve transparency of the affiliate cost base.
  • Promote procurement practices that proactively address compliance requirements and third-party risk throughout the sourcing lifecycle.
  • Deliver supplier action plans that support working capital objectives, in close alignment with CFO-led initiatives.

Key Responsibilities

Compliance

  • Ensure procurement activities across APAC operate within a strong culture of ethics and compliance, leading by example and constructively challenging non-compliance.
  • Ensure adherence to company policies related to Ethics and Compliance, including interactions with Healthcare Professionals (HCPs), Healthcare Organizations (HCOs), and Patient Organizations (POs).

Procure-to-Pay Governance

  • Enable the implementation of global procurement policies and procedures at the affiliate level.
  • Manage local spend in alignment with global category strategies and sourcing objectives.
  • Drive adoption of key global initiatives (e.g. Third-Party Lifecycle Management, BPO engagement).
  • Ensure strong reporting and visibility of procurement spend, project progress, and performance against targets.

Sourcing and Category Management

  • Lead the development of affiliate sourcing strategies in collaboration with local leadership and global category teams.
  • Partner with stakeholders to assess contracts and cost structures across all spend categories, identifying opportunities for value creation and operational excellence.
  • Enable the deployment of regional and global sourcing initiatives at the affiliate level.
  • Demonstrate flexibility in working across cultures and geographies for categories managed outside the local subdivision.

Supplier Selection

  • Define and manage local Preferred Supplier Lists (PSLs) in alignment with regional category strategies and the company's category taxonomy.
  • Influence stakeholders to ensure compliance with PSLs and discourage non-strategic supplier selection.
  • Lead supplier evaluation and selection processes in collaboration with business stakeholders.
  • Oversee supplier onboarding to ensure compliance and integrity of approved sourcing channels.

Supplier Management & Contracting

  • Ensure supplier approvals are executed in accordance with governance and compliance requirements.
  • Oversee contract creation in alignment with global and local legal standards, coordinating with Legal and business teams to manage risk effectively.
  • Champion enterprise payment term objectives during supplier negotiations.

Stakeholder Engagement

  • Build strong partnerships with the General Manager, local Leadership Team, and Finance, positioning Procurement as a strategic business partner.
  • Engage early with stakeholders to understand commercial plans and evolving sourcing needs.
  • Participate in local leadership forums to promote visibility of procurement initiatives and alignment with regional and global strategies.
  • Support both proactive and reactive sourcing needs to drive agility and value creation.

Required Qualifications

  • Full professional fluency in English and Chinese
  • Minimum 10 years of experience within a multinational organization
  • Proven ability to operate effectively in complex, matrixed environments
  • Strong knowledge of procurement processes, including sourcing, purchasing, and contracting
  • Solid understanding of cost-saving strategies and procurement policies
  • Experience working across multiple sites and culturally diverse environments
  • Knowledge of legal and commercial frameworks, with strong cross-functional collaboration skills
  • Familiarity with procurement and financial systems
  • Demonstrated capability with digital tools supporting Commercial or Procurement functions
  • Strong data analysis skills, including dashboard development and business analytics

Preferred Qualifications

  • Experience within the pharmaceutical or life sciences industry
  • Exposure to outsourced procurement models and collaboration with BPO providers
  • Demonstrated category expertise with a strong record of stakeholder engagement and governance compliance
