Job Description

This role is a strategic finance leadership position with four major pillars: Controllership, Finance Transformation, Finance Operations, and Treasury & Investments, supporting the Director of Finance, Admin & Procurement, balancing transformation initiatives with strong financial governance and operational excellence.

Role & Responsibilities

1. Finance Transformation

- Lead the finance and procurement transformation agenda, including Oracle NetSuite ERP implementation and SOP redesign

- Re-engineer finance processes and workflows to improve:

  • Data integrity
  • Reporting effectiveness
  • Decision-making capability
  • Operational efficiency

- Drive change management, user adoption, UAT governance, and go-live readiness across Corporate Office and Centres

- Manage external implementation partners, vendors, and consultants

2. Treasury & Investment Management

- Prepare and review investment reporting packs for the Investment Committee.

- Act as the primary liaison with external fund managers and investment partners.

- Monitor treasury positions, liquidity requirements, and cash flow forecasts alongside FP&A

- Ensure compliance with investment policies and mandates, escalating issues when necessary

3. Controllership & Governance

- Own and oversee the full financial reporting cycle, including general ledger management and month-end and year-end close processes.

- Ensure financial statements are accurate, complete, and compliant with accounting standards, regulatory requirements, and audit expectations

- Strengthening internal controls, governance frameworks, and grant management processes to meet funder and regulatory requirements.

- Support statutory and corporate governance requirements, including annual accounts, statutory filings, AGM preparation, and company secretariat coordination

4. Finance Operations and Planning & Budgeting

- Ensure table and efficient day-to-day finance operations while transformation initiatives are underway

- Oversee finance processes, controls, and reporting structures across the organization.

- Partnering with operational stakeholders to improve financial performance and resource utilization.

- Support budgeting, forecasting, financial analysis, KPI monitoring, and risk

Qualifications, Competencies & Experience

The ideal candidate would be a finance transformation and controllership leaderwith strong governance, operational, and stakeholder management capabilities.

- Min. degree in Accountancy, Finance, Business, or related discipline; professional accounting qualifications (e.g. CA Singapore, ACCA, CPA) preferred.

- 8 to 12 years of progressive finance leadership experience in finance, corporate services, or organizational governance roles.

- Industry exposure in social services, healthcare, education, or non-profit organizations is advantageous.

- Demonstrated track record in:

  • Finance transformation initiatives
  • Process improvement projects
  • ERP/system implementations, preferable Oracle NetSuite

- Strong experience in

  • Financial governance
  • Budgeting and forecasting
  • Audit and compliance
  • Procurement Oversight
  • Risk management practices

- Familiarity with Singapore government grants, funding frameworks, and regulatory requirements is an advantage
