Job Description

We are seeking an Associate Director to join our Advisory team, to work on the design and mobilisation of Target Operating Models, delivery frameworks and major transformations for complex capital, infrastructure and government programmes. The role will work with senior client stakeholders to shape strategy, stand up new delivery models and ensure successful mobilisation of large capital portfolios and large-scale organisational change.

Key responsibilities

  • Lead design and mobilisation of Target Operating Models for major capital programmes (airports, rail, roads, water, energy, mining and nuclear).
  • Lead vision, strategy and case for change for complex transformations, translating strategic ambitions into clear operating model, governance and delivery designs.
  • Design and implement governance frameworks, decisionmaking forums, RACI structures and assurance models for large project and portfolio environments.
  • Develop and execute mobilisation plans, including workstream definition, milestones, risk and dependency management and benefit realisation tracking.
  • Lead organisation design and waysofworking initiatives
  • Act as programme manager / technical integrator across multiple functions, ensuring coherent planning, integrated schedules and effective issue and risk management.
  • Lead or support development of business cases, options assessments and costbenefit analyses for new delivery models and digital solutions.
  • Shape and oversee digitisation of delivery models and governance, including dashboards, workflow tools and applications (e.g. for portfolio visibility, risk and KPI tracking).
  • Mentor and coach junior team members, contributing to the growth of the Programme Advisory capability.
  • Support business development: proposal writing, client pitches and development of thought leadership in operating models and programme mobilisation.

Requirements

  • 8-12+ years experience in consulting, programme advisory or complex project environments, with a focus on major capital programmes and/or central government transformation.
  • Proven track record in Target Operating Model design, major programme set up, organisational design and change management for private and public sector clients.
  • Experience working with blue chip infrastructure owners/operators (e.g. airports, rail, highways, water utilities), major energy and natural resources clients (mining, nuclear, utilities) and/or defence and central government departments.
  • Demonstrable experience leading mobilisation of large programmes, including governance design, mobilisation planning and standing up new joint ventures or delivery partnerships.
  • Strong stakeholder management skills, including working with C suite and senior government officials, and coordinating complex multi organisation environments (client, delivery partners, consultants).
  • Comfortable operating in ambiguous, fast moving environments, quickly diagnosing issues and designing practical, innovative solutions.
  • Excellent analytical and problem solving skills, with the ability to structure complex problems and translate them into clear deliverables and roadmaps.
  • Strong written and verbal communication skills, including development of high impact presentations, strategy documents and operating model blueprints.
  • Collaborative leadership style with the ability to lead multidisciplinary teams and build trusted client relationships.
  • Degree in Economics, Business, Engineering or related discipline postgraduate qualification (e.g. MSc in Business/Management/Innovation) desirable
  • Formal programme or project management qualification (e.g. MSP Practitioner, PRINCE2, PMP or equivalent) preferred.
  • Practical experience with MS Office, Visio and Power BI for process mapping, reporting and dashboards familiarity with contemporary digital tools and platforms for programme delivery.
  • Understanding of regulatory and commercial frameworks relevant to regulated infrastructure and capital programmes is advantageous.
