RESPONSIBILITIES
- Conduct Request for Information (RFI), Invite to Quote (ITQ), Invite to Tender (ITT) exercises, including preparation and definition of specifications, evaluations, contract negotiation and obtain approval to award.
- Oversight of IT projects in HNF, ensuring that project objectives are met.
- Manage project scope and objectives, influence, drive and manage stakeholders expectations to achieve the desired project deliverables.
- Manage all changes in project scope escalating to Project Steering Board timely when changes impact agreed delivery time and budget.
- Perform solution analysis, procurement, product selection, fit-gap and obtain approval. Ensure technical solution supports business requirements.
- Ability to manage and execute projects based on industry best practice of Project Management Methodology
- Define, structure, plan, manage and provide status report on assigned IT projects.
- Track and monitor projects closely for milestone completion and follow through with invoice processing and payment support.
- Responsible for the quality management of projects on time, scope and within budget.
- Coordinate with both internal and external resources in the execution of projects carry out continuous communications and alignment with involved parties.
- Responsible for liaison with Project Steering Board and Project Working Group on project reporting and delivery on a regular basis.
- Manage all risks and issues associated with the project and escalating when required to minimize project risks.
- Responsible for ensuring project resources availability and allocation are focused on delivery.
- Manage vendors to ensure contractual obligations are met within the agreed Service Level Agreement.
- Ensure all projects are delivered in compliant with IT policies, internal and external audit requirements.
- Any other related duties as directed by the said reporting officer.
QUALIFICATIONS- Bachelor's Degree in Computer Science / Information Technology (IT) with Certification in IT Project Management (CITPM), Project Management Professional (PMP) or Certified Scrum Master (CSM).
- Minimum 5 years of project management experience in IT, Digital Service and/or Healthcare domain or similar capacity.
- ITIL and Project Management (e.g. PMP, CITPM or Scrum) certification and experience would be advantageous.
OTHER INFORMATION- Good team player, meticulous, strong interpersonal, analytical, leadership, project monitoring and tracking skills.
- Excellent functional and technical knowledge with good communication and written skills.
- Independent, resourceful, and self-motivated with ability to achieve project deliverables on time, scope and on budget.
- Working experience in Integrated Electronics Medical Records system, e-Billing system, Automated Rostering and Scheduling systems, Customer Relationship Management system, Microsoft Dynamics 365, Microsoft 365, AI/ RPA tools(for e.g. Power Automate or Power BI), Power Shell, SQL, Web Technologies and Development, Infrastructure and/ or Cyber Security would be advantageous.
- Strong technical knowledge in Cloud technologies, IT infrastructure, business applications and security management framework.
- Experience in managing cross-functional projects and a strong track record of successful projects delivery.
- Experience in vendor management, end-to-end project execution from procurement to implementation and post implementation.
