Job Purpose
The Assistant Nurse Manager (ANM) supports the Head of Home in the planning, coordination, supervision, and governance of nursing services at the Red Cross Home for the Disabled (RCHD). The role ensures safe, compliant, and person-centered nursing care for residents with severe physical and intellectual disabilities.
Reporting to the Head of Home, the ANM provides direct leadership and supervision to Senior Staff Nurses (SSNs) and ensures that nursing operations, clinical governance, staff management, and regulatory compliance are consistently maintained.
Job Responsibilities
Clinical Leadership and Governance
- Provide day-to-day clinical and operational leadership for nursing services.
- Ensure nursing care is safe, evidence-based, person-centered, and aligned with residents individualized care plans
- Support the implementation of clinical governance frameworks, audits, and continuous quality improvement initiatives
- Oversee incident reporting, investigations, root cause analysis, and follow-up actions to mitigate risks and prevent recurrence
Supervision of Senior Staff Nurses (SSNs)
- Provide direct supervision, coaching, and performance oversight to Senior Staff Nurses.
- Ensure SSNs effectively manage shift operations, staff supervision, documentation and escalation of clinical or operational issues.
- Conduct regular performance check-ins and formal appraisals for SSNs
- Guide SSNs in handling staff performance, conduct, and disciplinary matters in accordance with HR and organizational policies.
Manpower, Rostering and Workforce Management
- Oversee nursing manpower planning, including rostering, leave management, deployment and contingency coverage
- Ensure adequate staffing levels and appropriate skill mix across shifts to meet residents care needs and regulatory requirements
- Support onboarding, orientation, preceptorship and competency development of nursing staff
- Identify training needs and support staff development and succession planning initiatives
Compliance and Regulatory Requirements
- Ensure compliance with MSF licensing conditions, SRHA standards, SNB requirements, and internal SRC policies
- Support preparation for audits, inspections, Board of Visitors (BOV) visits and external regulatory reviews
- Ensure nursing documentation, medication management, infection prevention, and restraint practices meet regulatory and organizational standards
- Escalate compliance gaps, risks or adverse trends promptly to the Head of Home
Care Coordination and Multidisciplinary Collaboration
- Work closely with Therapy, Social Work, Operations and Facilities teams to ensure integrated, holistic and person-centered care
- Participate in care conferences, case discussions and interdisciplinary reviews
- Facilitate effective communication and coordination between nursing staff and other departments
Operational Readiness and Business Continuity
- Support nursing operations during emergencies, outbreaks, manpower shortages, or service disruptions
- Play an active role in Business Continuity Planning (BCP), emergency preparedness, and response activities
- Act as Nurse-in-Charge when assigned, including after-hours escalation and operational decision-making as required
Professional Practice and Role Modelling
- Role-model professional nursing practice, ethical conduct and effective leadership behaviors
- Promote a culture of safety, accountability, learning and respect within the nursing team.
- Support staff wellbeing while maintaining clear performance expectations and professional standards
Any Other Duties
- Support orientation and mentoring of new nursing staff to ensure understanding of clinical standards, safety procedures and care practices within the Home
- Perform duties during emergencies in accordance with the Home's emergency response and escalation procedures
- Support the Head of Home in other assigned duties related to nursing operations, resident care and service improvement, within the scope of professional practice.
Job Specifications
Qualifications And Experience
- Registered Nurse with valid Singapore Nursing Board (SNB) registration
- Minimum of 58 years of nursing experience, preferably in long-term care, residential care, disability, or community care settings
- At least 23 years in a supervisory or senior nursing role (e.g. Senior Staff Nurse or equivalent)
- Experience in staff supervision, audits and regulatory compliance will be an advantage
