Job Description

We are seeking an experienced and result-oriented Assistant Manager, Tender (Facility Management & M&E) to join our commercial team. In this role, you will take ownership of tender management, cost estimation, vendor evaluation, technical proposal development, and contract review for major FM, maintenance, and M&E engineering projects.

1. Tender Review & Risk Assessment

  • Review all tender documents, specifications, Bills of Quantities (BQ), drawings, contract conditions, SLAs, response times, and submission guidelines.
  • Identify key commercial, operational, and financial risks, such as Liquidated Damages (LD), 24/7 emergency response commitments, spare-part obligations, warranty terms, performance KPIs, and penalty clauses.

2. Costing, Budgeting & Pricing

  • Formulate precise tender pricing structures, including direct manpower costs, material/spare parts allowances, subcontractor costs, equipment, tools, overheads, contingency, and target profit margins.
  • Ensure competitive and commercially viable pricing submissions aligned with company profitability guidelines.

3. Vendor & Subcontractor Management

  • Issue Requests for Quotation (RFQs) to vendors and subcontractors.
  • Evaluate technical and commercial proposals, negotiate pricing, perform gap analyses, and ensure quotation compliance with tender specifications.

4. Technical Proposal & Manpower Planning

  • Determine required manpower deployment strategies, including Facility Managers, Engineers, Supervisors, Technicians, administrative staff, shift teams, standby teams, and CERT resources.
  • Coordinate technical write-ups: preventive/corrective maintenance (PM/CM) schedules, maintenance methodology, mobilization plans, organization charts, safety management plans, and tech adoption strategies.

5. Clarifications & Submission Management

  • Formulate and submit tender queries to clients/consultants manage responses to tender clarifications, addenda, and corrigenda.
  • Maintain strict tender submission timelines and lead cross-departmental inputs to ensure complete, compliant, and on-time submissions.
  • Ensure all administrative requirements-including declarations, track records, licenses, statutory forms, and financial disclosures-are fully compliant.

6. Tender Presentation & Post-Tender Interview

  • Prepare presentation slide decks and supporting documentation for post-tender clarification meetings.
  • Participate actively in client interviews, technical presentations, and final commercial negotiations.

Job Requirements & Qualifications

  • Education: Bachelor's Degree in Facilities Management, Building Services, Mechanical / Electrical Engineering, Quantity Surveying, or a related field.
  • Tender Experience: Minimum 3 to 5 years of hands-on experience in FM/M&E tender preparation and commercial management, with a proven track record of securing successful tender awards (GeBIZ / public sector contract experience is highly advantageous).
  • Project Experience: Practical background in project execution, building operations, or M&E maintenance to ensure tender proposals are operationally sound and aligned with ground realities.
  • CERT Qualification: Possess CERT Tier 2 or Tier 3 Certification (or equivalent Company Emergency Response Team qualification).
  • Commercial Acumen: Strong expertise in cost estimation, BQ pricing, quotation evaluation, contract conditions (e.g., PSSCOC, REDAS), and risk mitigation.
  • Skills: Proficient in MS Excel (advanced financial modeling/costing), Word, PowerPoint, and project management software. Strong negotiation, analytical, and stakeholder management skills.
