Job Brief:

The Assistant Manager, Talent & Development Partner works closely with the business to design and deliver learning solutions, while integrating Talent Management practices to strengthen talent pipelines and support long‑term workforce development.

Job Responsibilities:

Learning & Development

  • Translate business needs into targeted learning strategies and development solutions for assigned functions.
  • Design and execute impact‑driven learning interventions using blended learning approaches.
  • Build and curate role‑based learning pathways that enable capability development and continuous learning.
  • Measure learning effectiveness and performance impact, using data and feedback to drive continuous improvement.
  • Provide learning governance and operational oversight, including LMS effectiveness, compliance tracking, HRDF fund optimisation, and end‑to‑end learning administration such as vendor coordination, payment processing, and financial tracking.

Talent Management

  • Drive Individual Development Plans (IDPs) for high-potential employees and critical talent.
  • Support capability mapping for future business needs.
  • Develop talent insights and dashboards to support workforce planning and long‑term capability decisions

Stakeholder Engagement

  • Collaborate with HR Business Partners to align initiatives with overall people strategy.
  • Influence leaders to prioritize development and performance conversations.

Job Requirements:

  • Education: Bachelor's Degree, Postgraduate Diploma, or Professional Degree in Human Resource Management or a related field.
  • Experience: Minimum 5 years of experience in Learning & Development and/or Talent Management, preferably within FinTech, technology, or fast-paced digital environments.
  • Operational Excellence: Strong ability to manage end‑to‑end L&D and talent initiatives with attention to process efficiency, governance, and execution discipline.
  • Data & Insights: Comfortable using data, dashboards, and insights to track learning effectiveness, support talent reviews, and inform workforce decisions.
  • Resourcefulness: Highly resourceful and adaptable, able to navigate constraints, solve problems creatively, and deliver effective solutions in dynamic and evolving environment
  • Communication Skills: Strong ability to communicate effectively and deliver engaging presentations
  • Attributes: Proactive, energetic, positive, and creative with a strong growth mindset.
