Job Description

Role and Responsibilities

  • Support the planning and coordination of skills development activities for the Info-communication Technology (ICT) sector, through working closely with internal teams, government agencies, industry partners and training providers to ensure effective execution of initiatives;
  • Assist in the management and administration of a skills committee and industry working groups that guide the implementation of the Skills Development Partner (SDP) initiatives, ensuring smooth operations and timely execution of action items;
  • Engage and build positive relationships with key stakeholders such as government agencies, unions, industry leaders, domain/professional experts, academia etc to understand industry manpower needs and promote participation in skills development programmes;
  • Conduct outreach and consultation sessions with enterprises to encourage adoption of training plans, share available support schemes, and gather feedback on workforce and skills challenges;
  • Support research and data collection on sector trends, jobs-skills changes, and learning pathways through desktop studies, surveys, focus groups and employer consultations;
  • Assist in validating and refreshing jobs-skills insights, frameworks and resources, in collaboration with relevant stakeholders and agencies such as SkillsFuture Singapore (SSG);
  • Contribute to the dissemination of jobs-skills advisories and resources, ensuring enterprises and professionals are informed about emerging skills and training opportunities;
  • Work closely with employers to provide guidance and advice on identifying skills gaps, planning training roadmaps, and implementing workforce upskilling initiatives aligned with sector needs;
  • Monitor project progress and outcomes, prepare periodic reports and support post-activity reviews to assess the impact and effectiveness of skills development efforts.

Qualifications and Skills Requirements

  • At least 3 years of professional experience in relationship management, programme management or learning and development, preferably within the skills development or ICT sector;
  • Strong people and communication skills, with the ability to build and maintain positive relationships with employers, industry partners, training providers and government agencies;
  • Knowledge of workforce and skills development initiatives (e.g. Skills Frameworks) would be an advantage;
  • Excellent interpersonal, presentation, and communication skills (both written and verbal) with confidence in engaging industry audiences;
  • Able to work independently under tight deadlines, and enjoys working in a fast-paced environment;
  • Organised and proactive, able to manage multiple tasks and deliverables in a fast-paced environment;
  • Analytical and resourceful, with a willingness to learn and contribute to continuous improvement efforts;
  • Positive and adaptable team player, and enjoys working collaboratively to achieve shared outcomes.
