What The Role Is

The Finance Planning and Reporting function supports Civil Service College (CSC)s financial governance, reporting, and resource planning to ensure sound financial stewardship and informed decision-making. The team works closely with departments and senior management to provide timely financial insights, ensure regulatory compliance, and strengthen financial management practices across the organisation.

This role plays a key part in delivering accurate financial reporting, coordinating budgeting and forecasting processes, and providing advisory support to stakeholders. By combining accounting expertise with data analytics, the role contributes to enhancing financial transparency, enabling data-driven decisions, and driving continuous improvement in finance processes.

What You Will Be Working On

What you will be working on:

  • Prepare monthly and quarterly financial reports, including variance analysis and commentary, to provide senior management with clear insights on financial performance, trends and key risks
  • Coordinate the annual external audit process, including preparing statutory financial statements, audit schedules, and liaising with auditors to ensure timely and accurate completion
  • Lead the annual budget and forecasting exercise, including consolidation and review of departmental submissions, and provide analysis to support management decision-making
  • Prepare and submit quarterly GST returns, ensuring compliance with regulatory requirements and accuracy of underlying data
  • Partner departments and finance coordinators by providing financial advisory and guidance, including interpreting financial data, recommending improvements and supporting adherence to financial policies
  • Analyse financial data using Excel and data visualisation tools (e.g. Power BI, Tableau) to enhance reporting, strengthen insights, and support data-driven decision-making
  • Drive process improvements and optimisation of finance workflows, including streamlining reporting procedures and leveraging digital tools to improve efficiency and control

Proficiency in preparing and analysing financial statements and reports in accordance with relevant standards, ensuring accuracy, completeness and reliability of financial information. Maintains a strong focus on data integrity and audit readiness.

2. Budget Planning and Administration

Demonstrates structured thinking in coordinating budgeting and forecasting processes, including consolidation, review and critical evaluation of financial projections. Ensures alignment between financial plans and organisational priorities.

3. Data Analytics and Visualisation

Applies analytical techniques to interpret datasets, derive insights and present information clearly using data visualisation tools to support informed decision-making.

4. Business Partnering

Collaborates effectively with stakeholders across departments to understand business needs and provide relevant, value-adding financial advice. Communicates complex financial information in a clear and accessible manner.

5. Thinking Clearly and Making Sound Judgements

Exercises sound judgement by evaluating information critically, considering different perspectives and making well-reasoned, evidence-based decisions in complex situations.
