Job Description

Overview

Reporting to the Executive Manager, the Assistant Manager / Manager plays a key role in supporting in overseeing the management activation, and optimisation of community facilities. This includes facilities such as the Skate Park, Beach Volleyball Courts, Basketball/Pickleball Courts, Fitness Corner, and other shared community spaces.

The role is responsible for fostering strong relationships with community groups and stakeholders, as well as curating, planning, and executing community programmes and events to promote active lifestyles, engagement, and inclusivity.

Roles & Responsibilities

Facilities Management & Operations

  • Oversee the daily operations and administration of assigned community facilities.
  • Ensure facilities are safe, clean, and well-maintained in compliance with relevant regulations and safety standards.
  • Develop and implement preventive maintenance schedules in coordination with contractors and relevant departments.
  • Monitor facility usage and recommend improvements to optimise utilisation and user experience.
  • Manage bookings, permits, and usage approvals where applicable.
  • Address operational issues, public feedback, and incident reports promptly and professionally.

Community Engagement & Partnerships

  • Identify, engage, and build strong relationships with community groups, sports clubs, schools, and other stakeholders.
  • Serve as the main point of contact for community enquiries and partnership opportunities.
  • Facilitate collaborations to encourage active use of facilities and broaden community participation.
  • Gather community feedback and propose enhancements to programmes and facilities.

Programme Development & Event Management

  • Curate and develop community programmes aligned with organisational objectives and community needs.
  • Plan and execute events such as tournaments, workshops, fitness sessions, outreach activities, and community campaigns.
  • Develop quarterly and annual programming plans and calendars.
  • Manage end-to-end event logistics including budgeting, procurement, vendor coordination, risk assessment, manpower planning, and on-site supervision.
  • Conduct post-event evaluations and prepare reports with recommendations for improvement.

Budget & Administration and Legal & Procurement Management

  • Prepare and manage budgets for facilities and programmes.
  • Monitor expenditures to ensure cost-effective operations.
  • Prepare reports, proposals, and presentations for management review.
  • Manage end-to-end procurement processes in accordance with organisational procurement policies and governance requirements.
  • Prepare tender specifications, evaluation criteria, and approval papers for vendor appointments.
  • Lead evaluation of proposals and recommend contract awards in compliance with financial regulations.
  • Draft, review, and manage contracts, agreements, memoranda of understanding, and sponsorship agreements in consultation with legal advisors where required.
  • Ensure contractual compliance by vendors and service providers, including monitoring deliverables and service level agreements.
  • Identify and mitigate legal and contractual risks associated with large-scale public events.
  • Maintain proper documentation and audit trails for procurement and contract management processes.

Team Support & Leadership

  • Supervise and guide junior staff where applicable.
  • Coordinate cross-functional collaboration with internal departments such as marketing, operations, and finance.
  • Support strategic initiatives and projects assigned by the Executive Manager.

Requirements

  • Bachelor's degree in Events Management, Marketing, Business or equivalent.
  • Min 3 - 6 years of relevant experience in facilities management, community engagement, or event planning.
  • Experience managing community or sports facilities will be an advantage.
  • Proven track record in organising and executing community programmes or events.
  • Ability to handle pressure and make good decisions quickly.
  • Ability to work independently and manage multiple priorities effectively.
  • Able to work independently and adaptable to fast-paced environment.
  • Excellent interpersonal and stakeholder management abilities.
  • Experience planning and leading community initiatives.
  • Good budgeting and financial management skills.
  • Good interpersonal communication and writing skills.
  • Strong problem-solving and decision-making capabilities
  • Willingness to work evenings, weekends, or public holidays when required for events.
