Key Roles & Responsibilities

  • Business Partnering and Procurement Support – Partner closely with Group Sustainability, Asset Performance and other business stakeholders to understand business priorities, procurement needs, process pain points and governance requirements. Provide practical procurement support, including sourcing advisory, procurement planning, supplier onboarding guidance, approval coordination, commercial review and issue resolution, while ensuring compliance with Sembcorp policies, approval requirements and contractor safety management expectations.
  • Functional Review – Conduct procurement functional reviews for projects to assess procurement strategy, sourcing approach, commercial reasonableness, supplier market conditions and overall supply chain risk exposure. Identify commercial, operational and supply chain risks, recommend appropriate mitigation measures, and ensure the functional review is completed in a timely manner.
  • Business Process Improvement – Lead and support initiatives to improve procurement workflows, approval processes, templates, guidance notes, reporting and governance documentation. Identify process gaps, simplify ways of working, strengthen auditability and drive consistent adoption of improved procurement practices. Leverage AI tools, procurement systems, data analytics and automation to improve efficiency, decision support, consistency and user experience across relevant stakeholder groups.
  • Contractor Safety Management – Support the implementation and continuous improvement of contractor safety management requirements within procurement processes. Work with HSSE, business stakeholders and procurement teams to embed safety considerations into supplier onboarding, tendering, evaluation, award recommendation, contract documentation and post-award monitoring.
  • Risk and Governance Review – Identify, assess and communicate procurement, commercial, governance, contractor safety and process compliance risks. Work with stakeholders to develop mitigation measures, document key considerations and ensure appropriate approvals are obtained where deviations, exceptions or higher-risk contractor engagements arise.
  • Reporting and Performance Tracking – Track functional review outcomes, process improvement actions, contractor safety management indicators, procurement support status and key governance matters. Prepare clear updates, dashboards or summaries to support management review, decision-making and follow-up actions.
  • Digital, Data and AI Proficiency – Familiarity with AI, automation, data analytics and digital procurement tools. Ability to leverage technology to improve process efficiency, governance oversight, reporting quality, risk assessment and stakeholder experience.
  • Stakeholder Coordination – Coordinate with Group Corporate Functions and business units to resolve procurement, governance, safety and process-related matters. Facilitate alignment across teams and escalate issues where timely decisions or senior management guidance are required.
  • Continuous Improvement and Change Adoption – Promote disciplined execution of improved processes, support user adoption, develop practical guidance for stakeholders and identify opportunities to leverage procurement systems, data and automation to enhance efficiency, consistency and audit readiness.

Qualifications, Skills & Experience

  • Customer focused and results oriented.
  • Effective presentation and negotiation skills.
  • Experience and/or knowledge in procurement governance, business process improvement, functional review and contractor safety management.
  • Familiarity with procurement systems (e.g., SAP Material Management and other e-procurement system)
