Job Description

Job Responsibilities

Budgeting and Costing

Budgeting

  • To lead the annual budget cycle including preparation and sending out of budget templates to Divisions/Campuses, and consolidation of returns, and provide training and support on the budget submissions.

  • To consolidate, review, analyse and present the overall budget (Annual and Mid-year review) to Senior Management.

  • To load approved budget into SAP.

  • To support analysis of variance of Actual against Budget for reporting and presentation to Management.

  • To update the Initial Budget based on latest projection when required.

  • To monitor budget utilization on a regular basis, especially towards the 2nd half of the financial year.

Costing

  • To support Director, Finance & Procurement (F&P) in analysis of cost structure for NIEC.

  • To lead costing of CPD courses for management review.

In order to enable the prudent use of NIEC's financial resources to support overall financial sustainability.

Financial Governance

Audit & Risk Committee (ARC) Secretariat

  • Support Director, F&P in ARC Secretary duties as well as the Chairperson and members of the ARC.

  • Propose agenda items and scheduling for the ARC.

  • Coordinate with NTU Internal Auditors and internal divisional partners in Internal Audit Plans and tracking of progress.

In order to ensure that the ARC is able to perform its fiduciary duties guided by its Terms of Reference.

Update of SOPs

  • To assist Director, F&P to establish, review and refine financial process (ongoing) to support NIEC operations and enhance efficiency and effectiveness.

  • To drive annual SOP review exercise for Finance & Procurement Division.

In order to ensure that financial policies and processes are effective and comply with statutory requirements to support NIEC's business.

Other Projects

  • Communicate with relevant stakeholders to facilitate internal audits, external audit, queries from external stakeholders.

  • To drive F&P Division's special projects (e.g. procurement and system implementation).

  • Any other assignment (financial or non-financial) as tasked by Director, F&P or Senior Management.

Job Requirements

. Degree in Accountancy or Finance qualifications with approximately 5-8 years of relevant experience in finance or accounts roles.

. Preferably with supervisory experience

. Good understanding or experienced in key functions of Finance (e.g. Budgeting, Costing, Financial Reporting, Accounts Payables, Accounts Receivables, Treasury/Cash Management etc.)

. Strong team player with ability to work effectively across diverse stakeholder groups.

. Meticulous and detail-oriented, with hands-on approach to work.

. Able to communicate clearly and effectively.

. Proactive and able to work independently.

. Strong ethics and professional in conduct

. Proficient in Microsoft Office (Word, Excel, PowerPoint)

. Knowledge and experience in public sector procurement and finance and regulatory requirements in a Singapore government agency or Institute of Higher Learning will be an advantage.

. Experience with Accounting/Enterprise Resource Planning software (e.g. SAP) would be an advantage
