Aboutthe Role
We are seeking a highly driven and experienced Assistant HR Manager to oversee end-to-end HR operations across Singapore and regional offices, while also managing office administration and workplace operations.
This role is pivotal in ensuring compliance with Singapore employment regulations, maintaining smooth office operations, and supporting business growth across multiple jurisdictions.
ROLES AND RESPONSIBILITIES
1.HR Operations & Employee Lifecycle Management
- Manage full employee lifecycle including onboarding, contract management, renewals, and offboarding for internal and external employees
- Review and validate employment documentation including offers, amendments, and exit letters in compliance with Singapore regulations
- Ensure timely and accurate maintenance of employee records in HR systems (e.g., Pulse HRMS, ESS)
2.Payroll & Claims Coordination
- Oversee monthly payroll validation processes in coordination with Finance and external vendors
- Ensure timely submission of timesheets, claims, and payroll inputs within defined cut-off timelines
- Address payroll discrepancies and ensure compliance with statutory requirements
3.Work Pass & Regulatory Compliance
- Manage work pass applications, renewals, and cancellations in accordance with Ministry of Manpower regulations
- Ensure adherence to employment laws and guidelines under Tripartite Alliance for Fair and Progressive Employment Practices
- Support audits and maintain documentation aligned with ISO 9001 standards
4.Regional HR Coordination
- Support HR operations across multiple countries including Singapore, Philippines, and other APAC locations
- Liaise with external vendors for payroll, insurance, and HR services in respective countries
- Ensure consistency in HR processes while adapting to local labour laws
5.Stakeholder & Business Partnering
- Act as a key HR point of contact for internal stakeholders including Business Support, Sales, Finance, and external clients
- Provide HR advisory support on policies, employee relations, and operational matters
- Collaborate with management on workforce planning and HR initiatives
6.Policy, Process & HR Governance
- Develop, implement, and improve HR policies, SOPs, and workflows
- Ensure proper documentation and process control in line with ISO standards
- Drive continuous improvement in HR systems and operational efficiency
7.Employee Relations & Case Management
- Handle employee concerns, disciplinary matters, and performance-related cases
- Support mediation processes and ensure fair and consistent handling of HR issues
- Maintain confidentiality and professionalism in all employee interactions
8.HR Projects & Initiatives
- Lead or support HR transformation projects including HR system implementation and process automation
- Drive initiatives related to employee engagement, training, and organisational development
- Support company-wide HR communications and events
9.Office Management & Workplace Operations
- Oversee daily office operations to ensure a safe, efficient, and well-maintained work environment
- Manage office facilities, vendors, and service providers (e.g., maintenance, cleaning, utilities, pantry supplies)
- Coordinate office space planning, seating arrangements, and workplace logistics
- Monitor and manage office budgets, procurement, and inventory of supplies and assets
- Ensure workplace compliance with health, safety, and regulatory requirements
- Support planning and execution of company events, townhalls, and employee engagement activities
- Act as the main point of contact for office-related matters and vendor coordination
10.Leadership & Team Management
- Lead, manage, and mentor HR team members to ensure effective delivery of HR operations and services
- Coordinate cross-functional teams and stakeholders to drive completion of tasks, projects, and organisational objectives
- Provide guidance, direction, and support to ensure alignment with company goals and timelines
- Monitor team performance, ensure accountability, and drive continuous improvement
REQUIREMENTS
- Bachelor's Degree in Human Resource Management, Business Administration, or related field
- Minimum 5-8 years of HR generalist experience, preferably in a regional or fast-paced environment
- Strong knowledge of Singapore employment laws and HR compliance practices
- Experience in payroll coordination and HR operations across multiple countries is an advantage
- Familiarity with HR systems (e.g., HRMS, ESS platforms)
- Experience in office or facilities management will be an added advantage
- Strong stakeholder management and communication skills
- High level of attention to detail and ability to manage multiple priorities

- Experience supporting or leading ISO 9001 audit processes and maintaining HR documentation controls
- Demonstrated leadership ability with experience managing or guiding HR teams and initiatives
- Strong interpersonal and communication skills with a high level of empathy and professionalism
- Exposure to regional HR practices across APAC with the ability to navigate multi-country requirements
- Ability to work independently while driving HR initiatives and managing competing priorities
- Strong analytical, problem-solving, and decision-making capabilities in a fast-paced environment
