We are seeking an experienced and hands-on HR Manager to oversee the full spectrum of Human Resources functions for our Student Care Centres. Based at Headquarters and reporting directly to the Director, this role is critical in ensuring strong people governance, regulatory compliance, and staff capability across centre operations.

The Assistant HR Manager will work closely with Centre Supervisors and HQ teams to support manpower planning, staff welfare, training, and disciplinary management in a child-centric and highly regulated environment.

Key Responsibilities:

1. Full Spectrum HR & HQ Oversight

. Oversee end-to-end HR functions including recruitment, payroll administration, compensation & benefits, performance management, and HR operations for Student Care Centres

. Ensure proper documentation, filing, and maintenance of employee personal files (P-files), staff declarations, and HR records in accordance with regulatory and audit requirements

2. Recruitment & Staffing (Centre Operations)

. Manage end-to-end recruitment for centre-based roles including programme staff, relief staff, and HQ personnel

. Build and maintain a reliable pool of relief and part-time staff to support operational continuity

. Create, review, and maintain all job descriptions across Student Care Centres and HQ

. Support manpower planning to ensure centres meet staffing ratios and operational requirements

3. Work Pass & Statutory Compliance

. Manage application, renewal, and cancellation of work passes for foreign employees

. Handle statutory submissions including IR8A and IR21

. Ensure compliance with MOM regulations and employment legislation


4. Attendance, Leave & Payroll Administration

. Administer staff attendance, leave, bonuses, and payroll-related matters

. Support payroll accuracy for full-time, part-time, and relief staff

. Ensure timely submission of HR and payroll data to relevant internal and external stakeholders


5. Training, Development & Safeguarding

. Coordinate staff onboarding, orientation, and mandatory training

. Support training and development initiatives relevant to student care operations, child safeguarding, and staff professionalism

. Work with management to identify development pathways, retention strategies, and succession planning for key roles


6. Employee Relations & Discipline

. Handle employee disciplinary matters in collaboration with Centre Supervisors and Department Heads

. Advise on staff conduct, professionalism, and adherence to child-safeguarding and workplace policies

. Provide coaching and counselling support to staff and line managers as required

. Support fair, consistent, and well-documented employee relations practices across centres


7. Insurance, Workplace Safety & Incident Management

. Manage renewal and administration of medical insurance and work injury compensation insurance

. Handle workplace accident cases, including reporting, medical claims, and insurance claims

. Support incident documentation and follow-up in collaboration with centre and HQ teams

8. HR Policies, Reporting & Strategic Planning

. Develop, review, and implement HR policies and procedures relevant to Student Care Centre operations

. Prepare HR reports for management review

. Support strategic HR planning aligned with organisational growth and operational needs

. Advise management on compensation and benefits to remain competitive within the student care and education sector

9. Culture, Retention & Engagement

. Support initiatives that promote staff engagement, retention, and positive workplace culture

. Partner Centre Supervisors to foster a professional, caring, and accountable work environment aligned with the organisation's values

Job Requirements

. Minimum 3 years of HR experience, preferably in education, student care, childcare, enrichment, or social service sectors

. Strong working knowledge of:

. Recruitment for centre-based, part-time, and relief staff

. Payroll, compensation & benefits, and HR administration

. Employment legislation and MOM requirements

. High integrity with a strong sense of confidentiality and professionalism

. Hands-on, structured, and detail-oriented working style

. Ability to multitask, prioritise effectively, and work under operational pressure

. Strong interpersonal and communication skills, able to engage centre supervisors and HQ stakeholders

. Numerically inclined with strong follow-up and documentation skills

. Proficient in MS Office experience with INFO-TECH HRM System is an advantage

. Team player who contributes positively to a child-safe, respectful, and collaborative workplace culture
