RESPONSIBILITIES
The Assistant Director, Transformation plays a critical role in shaping Montfort Care's strategy and translating it into actionable transformation priorities and ensuring cohesive execution across service pillars. The role is responsible for developing and aligning strategic objectives to transformation initiatives, establishing clear Key Performance Indicators (KPI) and Objectives and Key Results (OKR), and driving effective project governance and tracking to support organisational goals.
Working closely with the Director, Strategy & Growth and cross-functional leaders, the Assistant Director oversees the planning, management, and operationalisation of major transformation projects. The role champions a culture of agility, continuous improvement, and data-informed decision making, while building organisational capabilities in change management and transformation delivery.
The Assistant Director also engages stakeholders across all levels to ensure understanding, alignment, and ownership of transformation initiatives, enabling successful implementation and long-term organisational resilience.
Organisation Strategy Alignment and Transformation Planning
- Support Director Strategy & Growth in translating the organizational strategy into actionable transformation objectives.
- Develop and track Key Performance Indicators (KPI), Objectives and Key Results (OKR) based on the organisation's Key Strategic Trusts (KSTs) for the organization and translate it to a manner relevant to Montfort Care's (MFC) service pillars to ensure alignment to our Purpose, Vision, and Mission.
- Conduct research and analysis (external and internal) to define future of social service delivery models and provide recommendation to leadership. Identify gaps and opportunities for improvement of service delivery and map them towards transformation goals.
- Partner with leadership to define future social service delivery, future operating models, organizational capabilities, and organization-wide transformation priorities that is aligned to sector trends. Prioritise transformation initiatives based on organization priorities, value proposition, and urgency.
- Facilitating annual/ multi-year strategic planning cycles. Lead secretariat function to organize MFC's annual work plan this includes pre-retreat planning, conduct of retreats, and organising of cascade briefs to middle managers and front liners.
Transformation Project Management
- Map out and track transformation project progress against MFC's strategic objectives to ensure alignment of transformation projects to broader organizational goals.
- Establish governance structure for identified transformation projects based on organization priorities e.g. project organization, project charter, timelines, resources, and accountability.
- Engage stakeholders to build understanding of transformation objectives and drive ownership of transformation objectives by service pillars.
- Conceptualise transformation objectives and propose solutions based on ground-up and leadership feedback to address root causes problems. This includes (but not limited to) process redesign, operating model/ organization structure, skilling strategy, leadership and culture initiatives.
- Coach and guide transformation teams and service pillar heads on transformation frameworks, methodologies, and best practices. Support leadership in resolving organisation-wide structural, operational, or cultural barriers to transformation success.
- Together with service pillar heads, transformation teams, corporate communications, drive change management strategies to enable success of transformation projects.
- Track and manage transformation project progress and risks to ensure timely delivery of transformation milestones.
- Build up transformation and change capabilities through sharing sessions and provide advisory to smaller transformation projects led by service pillars. Foster a culture of adaptability and learning amongst service pillars to improve organizational resilience. This may include (but not limited to) developing transformation playbooks, toolkits, training programs to raise MFC's long term digital and transformation capabilities.
Vendor Management
- Work with finance to manage the procurement of external service providers to provide solutions to meet our strategy and transformation needs.
- Manage and track KPIs of vendors to ensure service delivered meet our contractual needs.
Funding Management
- Secure funding with government agencies to support programmes and manpower resource for the Strategy and Growth team and organization projects. Ensure the KPIs are met.
- Plan yearly departmental budget and be accountable for the expenditure of these funds in support for MFC's organizational objectives.
People Management
- Lead and develop strategy and transformation teams to drive delivery of MFC's organisational objectives.
- Review job roles, provide job descriptions and manage team performance.
- Foster a culture of innovation to meet social mission and objectives.
Risk and Compliance
- Understand IPC (Institute of Public Character) and charity organisations compliance and regulatory requirements and ensure adherence.
- Understand funding agencies requirements in areas of security, data privacy etc. and ensure adherence.
Others
- Responsibilities listed above are not exhaustive. From time to time, additional duties or projects may be assigned based on organizational needs.
QUALIFICATIONS- Bachelor Degree in Social Work, Management, Public Policy, Organisational Development, or related fields.
- Project Management Professional (PMP) certification, Change management certifications (e.g. Prosci) is advantageous but not mandatory.
OTHER INFORMATIONRelevant Experience and Required Competencies
- 7-10 years of progressive experience in strategy development, organisational transformation, consulting, planning, or project management. Experience in internal/ external consulting teams is highly preferred.
- Experience in social sector, healthcare, or mission-driven organisations is advantageous. Candidates from other sectors with an interest in driving the change in the social service sector will also be considered.
- 3-5 years of leading teams or major workstreams with a demonstrated ability to drive organisation-wide strategy and transformation projects. Hands-on experience in driving transformation planning, stakeholder engagement and governance.
- Experience working with data, KPI, OKRs, dashboarding for reporting for leadership teams.
- Experience in driving process redesign, operating model/ organisation structure, skilling strategy, leadership and culture initiatives.
- Strong stakeholder management skills ability to build partnerships, influencing stakeholders of varying seniorities (front-line staff to leadership team).
- Knowledge of Singapore social service ecosystem and policies is an advantage.
- Ability to multi-task, lead concurrent initiatives, and work in a fast-paced and dynamic environment.
- Strong analytical ability & problem-solving skills to identify critical areas for action in a data-informed manner.
