RIE TRUST Office (RTO)
Background
The RIE TRUST Office has been established to enable the strategic use of data by Singapores RIE ecosystem in a manner that engenders public trust. Through supporting data-driven research, it aims to drive scientific excellence, strengthen national research innovation capabilities and competitiveness, as well as create impactful solutions.The Office operates under the purview of NRF, and is administratively hosted in A.STAR.
The RIE TRUST Office will coordinate and implement the RIE Data System, comprising harmonised data governance frameworks and interoperable data infrastructures to enable data research. The Office draws on learnings from ongoing efforts in the Human Health and Potential (HHP) domain and is extending to support other RIE domains such as Urban Solutions & Sustainability.
1. Strategic Planning and analysis: Drive multi-year strategy and business roadmap development for RIE Data System, enabling leadership and governing committees to make informed decisions and for platform to be future ready.
2. RIE Data System initiatives portfolio and performance management: Translate RIE Data System strategy into prioritised initiatives/use cases, oversee and track progress and performance to ensure delivery of intended outcomes.
3. Governance and Secretariat Support: Implement governance structure and perform Secretariat functions for RIE Data System meetings e.g. cross teams and governance committees.
Strategic Planning and Analysis
1. Drive and conduct strategic analyses such as environmental scanning, ecosystem mapping, capability assessments and benchmarking across policy, technology, data and industry to inform strategy.
2. Lead the development of near-term and long-term strategies and roadmaps that articulate RIE Data System outcomes and priorities.
3. Coordinate with internal and external partners, including public agencies and RIE ecosystem, to align strategic programmes with RIE Data Strategy and vision.
4. Prepare strategy papers, presentations and briefing notes. Support workplans and strategy review.
Initiatives Portfolio and Performance Management
1. Work with RTO teams to translate strategic intent into actionable plans/initiatives and develop and monitor KPIs.
2. Supervise the maintenance of the RIE Data System strategy roadmap and initiatives/use cases portfolio. Guide annual prioritisation and resourcing decisions.
3. Track progress and performance of the initiatives. Analyse performance, support outcomes realisation and course correction where necessary. Track the lessons learned and best practices and develop impactful narratives together with RTO comms team.
4. Coordinate preparation of progress and performance reports and dashboards.
RIE Data System Governance
1. Oversee the set up and appointment of relevant governing board/ committee e.g. RIE Data System Steering Committee, Sub-committees, Data Access Committee
2. Lead secretariat functions for RIE Data System steering committee e.g. agenda forecast, notes of meeting.
Job requirements
1. Minimum degree in Biomedical/Health sciences, Urban Design, Sustainability, Data or related discipline. 5-7 years of experience in strategy, planning and/or policy analysis.
2. Strong analytical, synthesis and writing skills. Ability to synthesise complex data into clear narratives.
3. Proven track record of coordination, stakeholder engagement and execution skills.
4. Ability to work across functions and drive successful outcomes e.g. business, data and tech domains and manage ambiguities.

These span the four technology domains of Manufacturing, Trade and Connectivity, Human Health and Potential, Urban Solutions and Sustainability, and Smart Nation and Digital Economy set out under the nation's five-year R&D plan (RIE2025).
