About the Role

You will play a strategic role in shaping the next phase of IP capability development in Singapore and the region. As part of the team driving national IP skills strategy, you will help build a future‑ready IP workforce that supports innovation, enterprise growth, and Singapore's position as a global IP hub.

In this role, you will lead efforts to understand current and emerging IP skills needs through rigorous labour market analysis, industry intelligence, and international benchmarking. You will translate these insights into concrete programmes, learning pathways, and capability‑building initiatives that address the evolving demands of IP practice across sectors.

You will also drive national and regional adoption of the Technical Reference for IA/IP Management, building strong partnerships with industry associations, enterprises, service providers, and regional agencies. In addition, you will spearhead strategies to grow certification pathways and ensure it remains industry‑validated, market‑relevant, and responsive to professional development needs.

This role requires a strategic thinker with strong analytical capabilities, a deep interest in workforce and capability development, and the ability to work closely with diverse stakeholders to shape a coherent and future‑oriented IP skills ecosystem.

Job Responsibilities

1. Skills Intelligence & Capability Needs Analysis

  • Analyse current, emerging, and in demand IP skills using labour market intelligence, industry data, business trends, and international benchmarking.
  • Identify IP manpower trends, skills gaps, and capability development priorities across sectors.
  • Produce insights to inform strategic capability building and guide programme planning.

2. Translate Skills and Capability Needs into Programmes

  • Convert validated skills and capability needs into concrete programme offerings, including new courses, structured learning pathways, and certification routes.
  • Work with curriculum designers, practitioners, and training partners to ensure programmes are aligned with workforce needs and support enterprise innovation.
  • Ensure programmes are practical, industry validated, and relevant for professionals across different stages of IP practice.

3. Drive National and Regional Adoption of the Technical Reference for IA/IP Management

  • Lead strategy and implementation plans to increase local and regional adoption of the Technical Reference for IA/IP Management.
  • Build strong stakeholder relationships with local industry associations, enterprises, service providers, and regional agencies to champion its use.
  • Work with partners to embed the Technical Reference into organisational talent development and capability building processes.

4. Grow Certification Pathways

  • Conceptualise and execute outreach strategies, locally and across the region, to increase uptake of IP related certification offerings.
  • Develop targeted engagement plans to drive demand among professionals and employers, demonstrating the value.
  • Establish feedback and evaluation mechanisms to ensure continuous refinement and sustained market relevance.


Are you the one Please write to us if you have/are:

  • A bachelor's degree in any discipline.
  • At least 6 years of relevant experience in skills research, labour market analysis, workforce planning, capability development, or related fields. Candidates with no relevant experience but have been involved in relevant projects or short stints in similar areas / functions can apply.
  • Experience in IP-related research, innovation ecosystems will be an advantage.
  • Strong analytical skills with the ability to synthesise complex insights into clear, compelling narratives and recommendations.
  • Experience in translating skills or capability needs into programmes and frameworks.
  • Excellent stakeholder management skills and the ability to work collaboratively with industry, government, and training partners.
  • Self-motivated, resourceful, able to front projects independently and collaboratively as part of a team.
  • Meticulous and responsible working attitude.
