[What the role is]
As Assistant Director (Messaging & Outreach), you will drive the execution of PA's government communications strategies which includes distilling complex policy information into clear, actionable messages tailored to diverse community segments, and drawing on community feedback to help government agencies sharpen their policy communications. You will also design dialogues on national and community issues, creating spaces where diverse citizen voices can meaningfully contribute to the government's policymaking process.
This role calls for a keen awareness of local and geopolitical developments, and a good understanding of how these shape the lives and livelihoods of Singaporeans. Working in close partnership with Ministries, agencies, and grassroots networks, you will play a pivotal role in last-mile government communications and bridge policy intent with community understanding, and support inclusive policymaking that strengthens trust and social cohesion in Singapore.
[What you will be working on]
Strategic Communication Planning
Develop And Implement PA's Government Communications And Engagement And Content Calendar By Understanding Various Agencies Policy Objectives And Translating Important Government Information Into Clear, Actionable Messages That Resonate With Different Community Segments. This Includes
Create frameworks to integrate and enhance PA's messaging capabilities for effective community and government engagement. This include conveying government initiatives across PA channels, from digital assets like social media, digital display panels, messaging groups to face-to-face engagements.
Triangulate feedback received from various data-points, identify communications gaps or misconceptions and provide recommendations to improve government communications of key policies and programmes.
Partnerships & Engagement
Engage And Enhance Partnerships With Ministries, Agencies, PA Divisions And GROs To Design Participatory Engagements And Foster Greater Community Participation In The Government's Policy-making Process. This Includes
Coordinating with various ministries and agencies to strengthen working relationships with both the policy and communications teams to understand different government policy considerations and their engagement priorities.
Partner policy-making agencies to adapt complex policy information into simple, understandable messages suitable for community audiences. This includes organising or coordinating PA's participation in WOG message testing efforts to refine messages about important government policies.
Facilitate PA Kopi Talk dialogues between the Ministries/agencies, key GRLs and citizens to foster greater community participation in government policy development.
Community Content Development & Delivery
Oversee The Implementation Of MOD's Operations To Streamline And Guide The Last Mile Government Communications Efforts Of GCDOs/COs And Other PA Units. This Includes
Developing and disseminating information products like briefing decks, materials on Government policies and programmes, announcement calendars and advisories to keep key stakeholders and PA networks informed about important government communications efforts.
Monitoring responses to PA's government communications effort, gathering feedback on message effectiveness and sharing insights with partner agencies to refine messaging based on community reception.
Guide the team and vet messaging responses and advisories for PA networks on major government policies and programmes.
Innovative Engagement Design
Research And Develop Innovative Engagement Modalities To Enable Meaningful Government Conversations And Bring Diverse Voices Into The Policy-making Process. This Includes
Studying and developing plans to implement innovation approaches to integrate PGP principles across PA's programmes and ground activities.
Conducting environmental scans and working with partner organisations to co-design, prototype, and test new engagement approaches and tools at the ground level before scaling for broader impact across PA's networks.
AI-Enabled Innovation & Capability Tools
Drive AI-enabled Innovation By Exploring And Developing New Tools And Resources To Meet Ground Needs And Strengthen PA's Capability In Government Communications And Engagement. This Includes
Identifying opportunities to apply AI in communications workflows and collaborating with partner organisations and research bodies to design, build, and test AI-enabled tools for ground use.
Oversee the iterative improvement of the tools before scaling the adoption of impactful products and tools to support staff, CWGs, and GRLs in their government engagement work.
Capability Development
Support the development of curriculum and training materials to equip staff, Communications Workgroups, and key GRLs with the policy knowledge and communications skills needed to engage their respective networks effectively, in support of PA's last-mile government communications objectives.
Organise Community of Practice (CoP) sessions to enable peer learning and sharing across PA.
Team & Resource Management
Work with the Director and Deputy Director on the team's goal-setting, performance appraisal, and learning and development to build a capable and high-performing team.
Manage budgets, vendors, and partnerships related to messaging products, training tools, and transformation projects.
[What we are looking for]
Experience: At least 5 to 8 years of experience in public communications, community development, or policy administration, with at least 4 years in a leadership position.
Skills (Must-haves): Strong leadership and team management skills, with a proven track record of developing strategy and execution of community engagement or public communications initiatives with multiple stakeholders. Strong written and verbal communication skills in English. Excellent project management, analytical, and stakeholder engagement skills. Keen interest and/or experience in using and developing AI-enabled tools for communications and community engagement.
Skills (Nice-to-haves): Familiarity with PA's operating environment and grassroots networks. Experience in innovative engagement design and collaboration with research bodies or partner organisations to co-develop and test new tools or programmes.
