Job Description

What The Role Is

You will lead and steward the Ministry's Records Management (RM) and Parliamentary Questions (PQ) management frameworks to ensure proper governance and achieve the desired policy outcomes.

You will be responsible for shaping and implementing MOH-wide RM and PQ policies, frameworks, processes and standards. This involves translating Whole-of-Government requirements and MOH's strategic intent into clear, practical and implementable policies and practices.

You will provide functional leadership to align MOH divisions on the policy interpretation and application of RM and PQ requirements.

This role plays a critical part in safeguarding institutional knowledge, and upholding MOH's credibility in Parliament.

You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What You Will Be Working On

You will lead the development, review and implementation of RM and PQ management frameworks, policies and processes, ensuring alignment with Whole-of-Government requirements and effective end-to-end governance across both portfolios.

You will oversee the records management framework across the records lifecycle, covering creation, appraisal, retention, disposition, declassification, and audit.

You will steward the PQ management framework and guidelines to ensure clear standards, timelines and expectations for Divisions.

You will provide policy interpretation to Divisions on RM and PQ matters and drive consistent application of standards across the organisation.

You will collaborate with internal stakeholders, partners and vendors to ensure that RM and PQ systems are effective and aligned with policy requirements. You will also identify opportunities to streamline processes and enhance these systems through continuous improvements across both portfolios.

You are expected to work closely with the National Archives of Singapore, National Library Board, Parliament, etc, on statutory, regulatory, and policy requirements.

What We Are Looking For

  • Relevant training in Records Management, Information Management, Business Administration, Public Policy or related fields
  • Preferably 4 years relevant work experience in records management, corporate governance or related functions
  • Experience in policy development/ review/ implementation and managing cross‑functional stakeholders are essential
  • Experience in designing digital systems and process improvement plan
  • Familiarity with government's Parliamentary processes, records management frameworks, records lifecycle processes, and regulatory requirements will be advantageous
  • Good written, communication and people skills, with the ability to engage and influence stakeholders
