Job Description

Assistant Director (Enterprise Risk Management)

As part of the Enterprise Risk Management team, you will lead the development of enterprise risk leadership and strategy, to reviewing the framework and policy governance which includes developing risk mitigation strategy.

Responsibilities:

  • Lead the development, implementation and continuous enhancement of NTUC's risk management strategy and framework, ensuring alignment with the organization's overall mission, vision, strategic objectives, and the evolving external landscape
  • Review, maintain and enhance NTUC's ERM framework, policies, and procedures, ensuring they reflect industry best practices and support robust risk oversight and accountability structures.
  • Lead the annual risk assessment cycle across NTUC's business units, including workshops, interviews and horizon scanning activities, to identify, evaluate, and prioritize enterprise risks.
  • Collaborate with business units to integrate risk intelligence into strategic planning and operational planning/ execution.
  • Guide the development and implementation of risk mitigation strategies and action plans, in collaboration with cross-functional teams, ensuring appropriate treatment plans are in place for key enterprise risks.
  • Develop and maintain key risk indicators (KRIs), dashboards and reporting mechanisms to monitor risk exposure, identify/ track risk trends and provide actionable insights to management for risk mitigation and resilience-building.
  • Prepare and present enterprise risk reports and analysis to senior management, the Central Committee, Audit, Risk and Governance Committee and key stakeholders, enabling informed decision-making and strategic alignment.
  • Champion a culture of risk-awareness across NTUC by embedding risk considerations into day-to-day business decision-making, delivering targeted training, and reinforcing accountability across all levels.
  • Work closely with compliance, governance, internal audit, and risk coordinators across NTUC's entities to enhance risk processes, ensure alignment, and strengthen the overall control environment.

Requirements:

  • Minimum of 8 years of experience in enterprise risk management, with at least 3 years in a leadership role. Experience in federated or multi-entity organizations is preferred.
  • Prior experience in governance, audit, or compliance is an advantage.
  • Professional certifications such as CRMP, CRMA or equivalent.
  • Proven ability to lead risk assessments, develop mitigation strategies, and manage implementation.
  • Strong leadership and people management capabilities, with experience in developing high-performing teams.
  • Excellent stakeholder management and communication skills, with the ability to engage and influence senior management.
  • Familiarity with risk digitalisation tools and reporting platforms is an advantage.
  • Strong knowledge of regulatory expectations and risk management standards (e.g., ISO 31000, COSO ERM).
