You will be a part of HPB's Chief Data Officer's Office (CDOO), Data Engineering and Architecture team, which is building the National Lifestyle Repository (NLR) — a first-of-its-kind platform that integrates lifestyle and preventive health data from across Singapore's health and community ecosystem into a 360-degree citizen-centric view. This work sits at the heart of HPB's Precision Public Health strategy, positioning HPB as the authoritative data custodian for lifestyle data in Singapore and empowering partners and grassroots leaders to deliver more personalised and impactful health programmes at scale.

[What you will be working on]

  • As Assistant Director leading a team of data engineers, you will provide strategic leadership and technical direction across the full lifecycle of the NLR — from architecture and governance to data partnerships, distilling business needs and engineering delivery.
  • You will define and own the overarching technical vision, architecture roadmap, and data governance frameworks, including data exchange protocols and interoperability frameworks, that guide the team's pipeline development, ecosystem support, and governance operationalisation workstreams.
  • You will contribute to HPB's data portability strategy, drawing reference from international approaches and contextualising them to Singapore's health and community landscape.
  • You will lead high-level data partnerships with key agencies including PA, SportSG, AIC/AAC, NParks, LTA, MOH policy and technical teams, and regional health clusters, securing data sharing agreements and consent frameworks that enable trusted, scalable data flows across the ecosystem. You will translate high-level policy and organisational requirements into clear strategic technical directions for the team, ensuring outputs remain aligned with evolving business and programme needs.
  • You will provide strategic oversight and technical guidance across the team's workstreams, resolving escalated issues, ensuring coherence between business requirements, pipeline implementation and governance standards, and driving improvements across the 5Vs of data (Volume, Velocity, Variety, Veracity, and Value) at both team and organisational level.
  • You will research, prototype, and champion the adoption of new technologies and engineering approaches to advance CDOO's data engineering capabilities and future-proof the NLR, and surface and resolve cross-cutting strategic issues that require senior-level decision-making.
  • You will lead, mentor, and develop a team of data engineers, setting clear workstream priorities, guiding them to distil business requirements, managing dependencies and milestones, and engaging senior stakeholders to shape future use cases for Health Promoting Town and Precision Public Health initiatives.

[What we are looking for]

Role

An ideal candidate will be a technically strong and strategically minded leader, a dynamic and self-motivated individual with at least 8 years of working experience , including minimally 2 years in supervisory roles, in data engineering or data architecture, including a proven track record in designing and managing large-scale, scalable data platforms across on-premises and cloud-based environments (e.g. AWS, Azure). The candidate should also possess:

  • Demonstrated experience leading data engineering teams and providing oversight across pipeline development and data governance workstreams in complex, multi-stakeholder environments.
  • Strong foundation in solution architecture design, infrastructure planning, data quality management, and data governance strategy, with the ability to translate high-level policy and business requirements into clear technical directions for the team.
  • Proficiency in coding and programming (e.g. Python, R), with the ability to engage credibly with the team on technical matters.
  • Strong interpersonal and negotiation skills, with the maturity to build collaborative relationships across a wide range of stakeholders - from partner agency leadership to technical teams - and to facilitate win-win collaborations at the strategic level.
  • Comfortable operating in a fast-paced matrix environment, providing coherent leadership across multiple concurrent workstreams with meticulous attention to dependencies and milestones.
  • Meticulous, result-driven, and intellectually curious, with the drive and perseverance to seek continuous improvement and champion innovation within the team.
  • A genuine interest in digital health, healthcare, and health promotion, with an appreciation for how Precision Public Health and population-level analytics can deliver more personalised lifestyle programmes at scale.
  • Prior experience in healthcare IT, health promotion, or cross-agency data governance processes will be an added advantage.

Successful candidates will be offered a 1-year contract.
