The Role

Assistant Director (Capability & Plans Section)

The Assistant Director will lead the Capability & Plans Section (CPS) within the Development Branch of the Industry Training & Transformation (IT&T) Department. IT&T is part of NTUC's Training and Transformation Group and supports companies in workforce, workplace, and business transformation, working closely with unions, government agencies, and industry partners to help companies and workers adapt to economic, technological, and sectoral changes.

This role will report to the Deputy Director (Development), and provide strategic, planning, and operational leadership to enable IT&T's Industry Training Officers (ITOs) and partner units to deliver transformation programmes effectively. The position functions as a key ops–policy interface, translating policy intent into executable strategies, capabilities, and systems.

Key Responsibilities

1. Strategic Planning & Corporate Development

  • Lead IT&T's corporate planning process, including strategy formulation, annual workplanning, and management reporting.
  • Translate policy directions into operational strategies, frameworks, and implementation plans to guide programme delivery.
  • Support inter-departmental work teams and corporate initiatives to advance IT&T and NTUC priorities.

2. Leadership & People Management

  • Supervise, coach, and mentor a multidisciplinary team covering ops-policy integration, data analytics, finance, and communications.
  • Provide leadership oversight to ensure alignment, delivery quality, and staff capability development.

3. Ops–Policy Coordination & Secretariat Support

  • Serve as secretariat and coordination lead for internal and external management-level meetings and planning platforms.
  • Act as the interface between planning and operations, ensuring policy intent is clearly translated into execution on the ground.

4. Stakeholder Engagement & CrossFunctional Collaboration

  • Work closely with cross-functional business units and partners (such as e2i, Learning Hub, SME Partners) to support Job Security Directorate (JSD) initiatives such as the Company Training Committee (CTC).
  • Engage and collaborate with internal stakeholders, government agencies to support companies in business, workforce, and workplace transformation.

5. Data, Analytics & Insights

  • Oversee endtoend data management, from conceptualisation and pipeline design to analysis, insights generation, and reporting.
  • Lead development of dashboards, statistical analysis, and management presentations to support decisionmaking.
  • Drive datadriven projects, including deriving insights from sources such as Operations Technology Roadmap reports.

6. Budget, Resources & Administration

  • Lead the development of the department's annual budget and workplan.
  • Oversee financial management, procurement processes, logistics, and resource allocation.
  • Ensure sound governance, compliance, and effective use of departmental resources.

7. Strategic Communications

  • Guide and coordinate departmental strategic communications, including success stories, narratives, and materials for external platforms.
  • Provide communications guidance to frontline Industry Training Officers (ITO) to ensure consistency and alignment with corporate messaging.

Competencies Required

  • Strong leadership capability with experience managing teams and crossfunctional stakeholders.
  • Strategic and analytical thinker, able to synthesise policy, operational, and data inputs into clear recommendations.
  • Strong organisational skills with demonstrated experience in resource, budget, and programme management.
  • Excellent communication and interpersonal skills, with the ability to engage senior management and external partners.
  • Selfdriven, outcomesfocused, and able to operate independently in a complex environment.

Job Requirements

Qualifications:

  • Graduate Diploma, Bachelor's Degree, Post Graduate Diploma, Professional Degree in Business, Economics, Public Policy, Technology or related disciplines

Experience:

  • Minimum 15 years of experience, preferably in corporate planning and/or exposure to the public or government sector will be an advantage
