The Consumers Association of Singapore (CASE) is a non-profit, non-governmental organisation that is committed towards protecting consumers interest through information and education, and promoting an environment of fair and ethical trade practices.

About ASAS

The Advertising Standards Authority of Singapore (ASAS) is an Advisory Council under CASE. It was set up in 1976 to promote ethical advertising in Singapore and is the self-regulatory body of the advertising industry. The ASAS Council comprises representatives from advertisers, advertising agencies, government agencies, media owners and other supporting organisations. CASE provides secretarial support for ASAS.

Overview

The Assistant Director is a member of the Consumers Association of Singapore (CASE) leadership team and heads the Secretariat of the Advertising Standards Authority of Singapore (ASAS). The role is responsible for advancing Singapore's advertising self-regulatory framework, promoting the Singapore Code of Advertising Practice (SCAP), and safeguarding responsible advertising practices across traditional and digital media.

The incumbent will provide strategic leadership in advertisement regulation, oversee stakeholder engagement, manage feedback, lead outreach initiatives, and provide secretariat support to the ASAS Council. The role also represents ASAS in local and international engagements, and drives policy reviews to ensure Singapore's advertising standards remain relevant in a rapidly evolving advertising landscape.

Core Responsibilities

  • Lead the development and implementation of ASAS strategic priorities and annual workplans to promote responsible advertising practices in Singapore.
  • Provide leadership and oversight of ASAS Secretariat operations, ensuring effective delivery of regulatory, advisory and outreach functions.
  • Monitor emerging trends, technologies and developments in the advertising, marketing and digital media landscape, and assess their impact on advertising standards and consumer protection.
  • Provide guidance and recommendations to CASE Management and the ASAS Council on advertising-related matters, industry issues and regulatory developments.
  • Drive initiatives and projects to strengthen awareness, adoption and compliance with the SCAP.
  • Lead and oversee the review and resolution of advertisement-related complaints, feedback, enquiries and ad advice requests in accordance with SCAP and ASAS guidelines.
  • Direct risk-based monitoring of advertisements across various media platforms, including digital, social media, influencer marketing and emerging advertising channels.
  • Build, maintain and strengthen strategic relationships with government agencies, statutory boards, industry associations, media owners, advertisers, advertising agencies, consumer organisations and other key stakeholders.
  • Develop and lead influencer engagement and education initiatives
  • Undertake other duties and responsibilities as assigned by CASE Management.

Requirements

Qualifications and Experience

  • Degree in Business Administration, Marketing, Advertising, Communications, Public Policy, Law or a related discipline.
  • At least 8-10 years of relevant working experience, preferably in advertising, marketing, communications, regulatory affairs, public policy, consumer protection, legal or related fields.
  • Experience in stakeholder engagement, policy development, industry regulation, governance or secretariat management will be highly advantageous.
  • Prior team leadership and people management experience preferred.

  • Strong understanding of advertising, marketing and media practices, including digital and emerging advertising trends.
  • Strong strategic thinking, analytical and problem-solving capabilities.
  • Ability to interpret policies, assess complex issues and exercise sound judgement.
  • Excellent verbal, written and presentation skills with the ability to engage stakeholders at senior levels.
  • Strong stakeholder management, negotiation and relationship-building skills.
  • Self-driven, adaptable and able to thrive in a dynamic operating environment.
