Pioneering workers rights since 1961, the National Trades Union Congress (NTUC) unites 57 trade unions, six trade associations, 7 social enterprises, and other enterprise partners as we create better lives for workers here in Singapore.

The Role
- Develop and contribute to NTUC's policy positions, advocacy priorities and recommendations on labour market, workforce and economic issues.
- Lead selected policy and research projects on labour market, workforce and economic issues, from framing research questions to developing actionable recommendations, and represent NTUC in engagements with senior stakeholders where required.
- Gather and synthesise evidence from economic indicators, workforce trends, worker feedback and stakeholder perspectives to identify emerging issues affecting workers.
- Design and undertake research using appropriate quantitative and qualitative methods, which may include data analysis, literature reviews, surveys, focus group discussions, interviews and case studies.
- Develop concise policy papers, submissions, briefs, speeches, parliamentary inputs and presentations for NTUC leaders, management and national or tripartite platforms.
- Engage unions, workers, Government agencies, employers and other stakeholders to understand ground concerns, test findings and refine policy options.
- Shape assigned projects and work collaboratively with colleagues across the department and wider Labour Movement, drawing on and complementing existing areas of expertise.
- Guide and develop officers and contribute to stronger research, writing, knowledge-management and policy capabilities in a high-performing team.
- Contribute thought leadership to emerging Labour Movement priorities relating to wages, employment, skills, workforce transformation, labour market resilience and the future of work.
Role Requirements:
- At least 5 years of relevant experience in public policy, policy research, labour market analysis, workforce development, strategy or a related field. More experienced candidates may be considered for appointment at Deputy Director level. Candidates with experience leading projects, engaging senior stakeholders and guiding junior officers will be viewed favourably.
- Strong analytical skills and the ability to integrate quantitative evidence, qualitative insights and stakeholder feedback.
- Experience designing or conducting research such as surveys, interviews or focus group discussions would be an advantage.
- Excellent writing and presentation skills, with the ability to communicate complex issues clearly and persuasively.
- Good understanding of Singapore's economy, labour market and tripartite system, or the ability to build this knowledge quickly.
- Confident in engaging diverse stakeholders and able to exercise sound judgement in sensitive or ambiguous situations.
- Self-motivated, collaborative and comfortable working across varied issues while delivering high-quality, usable outputs.
- Familiarity with data analysis, visualisation or AI-enabled tools would be an advantage.
