Key Responsibilities
Project Delivery
- Lead end-to-end delivery of application implementation and system integration projects, including both COTS platform implementations and customized solution delivery.
- Develop and manage project plans, timelines, delivery milestones, and resource coordination.
- Coordinate cross-functional teams including application developers, architects, infrastructure engineers, and integration specialists.
- Manage and coordinate with internal delivery team and development team from external offshore solution providers to ensure alignment with project schedules, deliverables, and quality expectations.
- Drive project execution across the full lifecycle from requirements through deployment and operational handover.
- Ensure projects are delivered within scope, schedule, and quality expectations.
Stakeholder & Client Management
- Serve as the primary delivery interface between project teams and client stakeholders.
- Fronting and facilitate project governance meetings (e.g. Steering Comms, Project Management/Working Group meetings), progress reviews, and governance checkpoints.
- Provide structured reporting on project status, risks, issues, and delivery milestones.
Vendor Management
- Manage delivery involving multiple solution providers, subcontractors, and technology partners.
- Coordinate vendor activities to ensure alignment with project timelines, scope, and deliverables.
- Monitor vendor performance and ensure delivery quality meets project expectations.
Governance & Risk Management
- Maintain project governance artefacts including RAID logs, change control processes, project plans, and milestone tracking.
- Proactively identify and manage project risks, issues, and dependencies.
- Ensure adherence to project governance standards and contractual commitments.
Testing & Deployment
- Coordinate testing activities including system integration testing and user acceptance testing.
- Support system deployment and rollout activities.
- Ensure proper transition of project deliverables to operations or support teams.
Requirements
Experience
- Minimum 8-10 years of experience in IT project management, with strong exposure to enterprise application implementation or system integration projects.
- Experience delivering COTS platform implementations as well as customized application development projects.
- Experience delivering projects within a System Integrator (SI) environment.
- Proven experience managing onshore and offshore development teams in distributed delivery models.
- Experience managing multi-solution provider delivery environments involving external partners and subcontractors.
- Experience managing projects within structured governance frameworks including RAID management, milestone tracking, and change control processes.
- Experience managing client-facing delivery engagements with multiple stakeholders (senior management).
- Experience leading and delivering projects within Singapore Government environments
Technical Exposure
- Good understanding of enterprise IT environments including applications, integrations, and supporting infrastructure.
- Ability to engage effectively with architects, developers, and technical specialists.
- Familiarity with cloud platforms such as AWS, Azure, or similar environments will be advantageous.
Certifications
- PMP, CITPM, PRINCE2, or equivalent project management certifications mandatory.
- CSM, PSM, ACP, or equivalent agile certifications preferred.
