Energy Market Company Pte Ltd (EMC) operates Singapore's wholesale electricity market, which is Asia's first liberalized electricity market. EMC is the financial exchange for electricity trading, providing the IT systems, trading environment and governance for the market. We transact over $6 billion of electricity products annually.

About the position

The Analyst/Senior Analyst reports to the Head, Market Assessment Unit (MAU). The Analyst/Senior Analyst provides the necessary resource and support to the Market Surveillance and Compliance Panel (MSCP), the Dispute Resolution Counsellor (DRC) and the Dispute Resolution and Compensation Panel (DRCP), governance bodies for the wholesale electricity markets of the National Electricity Market of Singapore (NEMS).

Responsibilities:

Compliance Investigation and Enforcement

  • Support MSCP in performing their monitoring, investigation and enforcement functions.
  • Conduct and develop investigations on non-compliance of the Singapore Electricity Market Rules, System Operation Manual and market manuals, as well as investigations regarding the efficiency and fairness of the wholesale electricity markets.
  • Provide analysis and strategic enforcement recommendations to MSCP on market enforcement as to how market inefficiencies or unfairness may be remedied and to draft MSCP determination letters and reports.
  • Assess the state of competition and efficiency of the wholesale electricity markets.

Market Surveillance and Monitoring

  • Develop the market surveillance and monitoring functions by maintaining a process for monitoring breaches of the Market Rules and produce recommendation reports for MSCP.
  • Manage and develop data analytics tools and processes to detect market anomalies and promote efficiency in price analysis and statistical report generation.
  • Assess the underlying structure of the wholesale electricity market to ensure efficient and fair operation of a competitive market.
  • Maintain a catalogue of market data, monitoring indices and information requirements for market assessment and assist EMA to meet its anti-competition obligations
  • Conduct industry consultation on the data and indices catalogues; and identify and draft proposal for rule changes to improve market efficiency.

Dispute Resolution Support

  • Work with DRC to develop and manage the dispute resolution process in an effective and efficient fashion. Research on the dispute resolution process in other markets and develop recommendation reports to the DRC for improvements on the dispute resolution process in Singapore.
  • Consult market players on the dispute resolution rules and the implementation of the rules.
  • Identify and draft proposal for rule changes in relation to the dispute resolution process and implement changes to the dispute resolution process.
  • To set up and administer the process of interaction between the MAU and the DRC/DRCP for handling disputes.

Communications and Market Relations

  • Develop the MSCP/DRC annual reports on the wholesale electricity markets, including MSCP assessment of the state of competition and the state of compliance in the markets.
  • Develop communications materials to the market that include quarterly bulletins, draft statements to the market, letter and reports etc.
  • Organise and coordinate workshops to educate market players on MSCP/DRC processes and their compliance obligations under the Market Rules.
  • Maintain good working relationships with market players.

Requirements:

  • Degree in Economics, Business, Electrical Engineering or related field.
  • 1-2 years of relevant experience in the Singapore Electricity Market preferred.
  • Experience with data analytics tools and creating and maintaining data dashboards.
  • Able to analyse large sets of data and translate findings into reports and papers.
  • Strong knowledge of data analytical tools such SQL, VBA etc.
  • Ability to develop reports and investigation papers and present to the MSCP.
  • Project management skills.
