Role Overview
The Admin & Foreign Worker Payroll Executive is responsible for managing payroll processing for foreign workers and supporting administrative and HR operations. This role ensures compliance with Singapore MOM regulations, accurate salary computation, and proper handling of Work Permit tax clearance matters, while maintaining efficient office administration.
Key Responsibilities
1. Foreign Worker Payroll Processing
- Process bi-monthly payroll for foreign workers accurately and on time
- Compute basic salary, overtime (OT), allowances, incentives, and deductions
- Ensure payroll cut-off and OT submission are properly applied
- Handle special payroll cases (new hires, home leave, no-pay leave, termination)
- Prepare bank files and cash payment summaries where applicable
- Ensure final salary payment complies with MOM requirements
2. MOM Compliance & Work Pass Administration
- Ensure salary and deductions comply with MOM regulations
- Support levy tracking and reconciliation with payroll
- Ensure proper documentation for audit and inspections
3. Attendance, OT & Leave Management
- Verify worker attendance, OT records, and site deployment details
- Ensure accurate reflection of MC, annual leave, unpaid leave in payroll
- Liaise with Operations team on discrepancies or missing data
4. Claims & Worker Payments
- Process worker-related claims (transport, advance salary, etc.)
- Maintain proper records for advances and deductions
- Ensure all payments are properly documented and acknowledged
5. Administrative & HR Support
- Maintain proper filing of worker records (contracts, permits, payroll, warnings)
- Support onboarding and offboarding of workers
- Assist in dormitory records.
6. Payroll Reporting & Reconciliation
- Prepare monthly payroll summary and cost reports
- Reconcile payroll accounts (salary payable, levy, deductions)
7. System & Data Management
- Maintain employee and payroll records in ERP system (e.g., Synergix)
- Ensure accuracy, completeness, and confidentiality of data
- Assist in resolving payroll system issues
Requirements
- Diploma and/or ITE in HR, Business Administration or related field
- Minimum 1-2 years of payroll experience (construction/manpower industry preferred)
- Familiar with MOM regulations, Work Permit handling, and payroll compliance
- Experience with ERP systems (e.g., Synergix) is an advantage
- Proficient in Microsoft Excel

Salary Range - $2,800 - $3,200
