Business Development Drive new business opportunities and maintain strong client relationships. Prepare proposals, quotations, and service agreements to support revenue growth, client acquisition, and retention.

Recruitment Management Oversee the full recruitment cycle from understanding client manpower needs to candidate sourcing, screening, interview coordination, offer management, and successful placement. Ensure compliance with Singapore employment laws and Employment Agency requirements.
Client Account Handling Manage client accounts end-to-end, from business development and service proposals through recruitment delivery and ongoing servicing. Act as the key liaison to resolve recruitment and operational matters.
Operations Oversight Monitor recruitment activities, operational performance, business costs, and revenue targets. Review and improve workflows, processes, and administrative procedures to enhance efficiency.
Strategic Planning Develop and implement business plans aligned with company goals.Report directly to management on performance, recruitment activities, and operational matters.
Leadership & Training Lead and mentor junior staff across departments. Provide guidance,training, and support to ensure alignment with company objectives and professional growth.

Requirements

. Minimum 5 years of relevant experience in business management,operations, development, client management or recruitment services, withexposure to multiple business functions.

. Proven track record in developing and managing corporate clientrelationships, including identifying opportunities, preparing proposals andsupporting negotiations.

. Experience managing day-to-day company operations, implementing workflowsand improving administrative procedures.

. Strong ability to independently handle business development, clientservicing and operational matters, and report directly to senior management.

. Regional exposure to clients, suppliers or partners in Singapore, GreaterChina and Asia-Pacific is an advantage.

. Excellent communication skills in English proficiency in Mandarinpreferred for cross-cultural and cross-border business communication. AdditionalChinese language ability is an advantage.

. Strong presentation, proposal writing, negotiation and stakeholdermanagement skills.

. Ability to analyze business performance, identify operational issues andrecommend practical improvements to support growth and retention.

. Comfortable using digital and AI-enabled productivity tools for research,client management, reporting and operational efficiency.

. Good understanding of Singapore employment and recruitment practicesprior recruitment or employment agency experience is an advantage.

. Required to work on weekends and public holidays when necessary.

. Able to travel overseas occasionally, including to Timor-Leste, for recruitment activities, candidate interviews, staff training, operational support, and meetings with overseas business partners.
