About the Role

The Human Capital Business Partner (HCBP) serves as a strategic partner in providing end-to-end HR advisory and operational support. The HCBP works closely with Business Units leadership team to align people strategies with business priorities, ensuring a well-resourced, engaged, and high-performing workforce across the organisation.

Key Responsibilities

1) Workforce Planning

The HCBP partners Business Leaders to understand workforce needs and challenges, providing advice on organisational design, talent acquisition and manpower strategies to support business priorities.
The HCBP supports talent and organisational development discussions across Business Groups including facilitating job posting conversations, ensuring that movement decisions are aligned to both individual development needs and organisational priorities.
The HCBP also plays an active role in partnering specialist teams to facilitate cross-functional rotations to broaden employees growth and development.

2)Recruitment & Selection

The HCBP partners Business Leaders on resource planning and recruitment, overseeing end-to-end hiring process across the Business Group.
The HCBP supports the onboarding of new hires and employee movements, ensuring timely issuance of employment offers and related documentation.
The HCBP builds talent pipelines and promotes the organisation's employer value proposition through participation in career fairs and outreach events.

3) Performance Management

The HCBP partners Business Leaders to facilitate meaningful performance conversations, including staff coaching, counselling, and Performance Review Process (PRP) cases.
The HCBP manages the Business Group's annual performance appraisal and calibration exercise, ensuring consistency, fairness and alignment in performance assessments.

4) Employee Engagement & Relations

The HCBP works proactively with key stakeholders to improve and strengthen relationships which includes advising Business Leaders on HR policies, processes and regulations.
The HCBP serves as a key point of contact for staff concerns and queries while working closely with specialist Teams to deliver solutions that support business priorities.

Requirements

We are looking for self-motivated individuals who value integrity, teamwork and take pride in going the extra mile to provide excellent service to stakeholders and the community. This individual should be a sport advocate through living an active lifestyle and staying active.

In addition, an ideal candidate should possess the following;

Relevant qualification in Human Resource Management, Business Administration, or a related discipline.
At least 4–6 years of HR generalist or business partnering experience, preferably in Public Sector or large organisational setting.
Solid working knowledge of HR practices across the full employee life cycle, including recruitment, performance management, and employee relations.
Experience supporting talent management, succession planning, and job rotation or placement initiatives would be a strong advantage.
Familiarity with employment legislation and HR policies relevant to the Singapore context.
Strong interpersonal and communication skills, with the ability to engage and influence stakeholders at all levels.
A consultative and solutions-oriented approach to managing complex people issues with discretion and sound judgement.
Ability to manage multiple priorities in a fast-paced environment while maintaining attention to detail and meeting deadlines.

Good to Have

Comfortable working with data and numbers, with the ability to analyse HR metrics and derive meaningful insights to support workforce and talent decisions.
Experience in HR analytics, including the ability to identify trends, surface people-related risks, and translate data into actionable recommendations for the business.
Proficient in dashboarding tools such as Power BI, Tableau, or equivalent platforms, with the ability to build and maintain HR dashboards that provide leadership with a clear view of workforce health.
Competent in productivity and data management tools such as SharePoint, Workday, FormSG etc for reporting and data organisation purposes.
